The Division of Licensing Programs (DOLP) strives to protect the safety, health, and well-being of children and adults receiving care in non-medical day facilities and residential programs. Assisted living facilities (ALF), adult day centers (ADC), children's residential facilities (CRF), and licensed child placing agencies (LCPA) are the main programs licensed through DOLP. Licensing inspectors conduct inspections of children and adult programs to monitor compliance with standards, regulations, and laws. Licensing inspectors are authorized to conduct investigations if there are allegations of noncompliance with the Code of Virginia, regulations, and program licensing standards. State and regional licensing staff also provide training to providers, facilities, and organizations. The Virginia Indigent Defense Commission (VIDC) was statutorily established in 2004, replacing the Public Defender Commission, to protect the Constitutional right to counsel for people who cannot afford to hire their own lawyer. The VIDC oversees 28 public defender offices and 2 satellite offices across Virginia, with a central administrative office that manages the certification of public defenders, as well as private attorneys, seeking court-appointment in criminal cases. The VIDC provides high-quality training to all certified attorneys to continually improve criminal defense representation to vulnerable citizens of Virginia who are not able to hire an attorney of their choosing.
