The philosophy of the school is that all students have the capacity for learning and growth, regardless of their disability. Provides children and adolescents with emotional or behavioral problems the skills necessary to return to a less restrictive school environment, and to engage in healthy relationships with adults, peers, and society. The teacher directs students toward achieving goals, enabling students to feel in control of their actions. The role of the therapeutic staff is to explore conflicts and promote emotional, behavioral, and social growth. Therapy and staff work with students and their families. Coping skills, such as anger management, problem-solving, and assertiveness training are taught and reinforced. A structured behavior modification program, with rules, consequences, and reinforcement, assists in motivating students to achieve goals. Recreational, art and activity therapies provide an outlet for emotional expression and opportunities to excel in areas of interest. An emphasis on achievement, a positive and nurturing environment, and emotional support from the staff, help to build self-esteem and decrease feelings of inadequacy, which are common in youth with emotional disturbance and behavioral problems.

Mecklenburg County Public Schools offers an alternative school program to assist students who are unable to complete their education in a traditional manner in the public school setting. Students referred to the alternative school will continue their academic classes using NovaNet. NovaNet is a computerized, web-based curriculum that meets the Virginia Standards of Learning. The Secondary GED preparation program is an option for students 18 years of age and younger who require a nontraditional program because they are academically at-risk and/or a potential dropout. This program is designed to provide students with the academic knowledge necessary to pass the GED test.

Frequently, these children are unable to attend school for an extended period of time. Homebound instruction enables such children to continue their educational program while confined at home. Educational and physical modifications may be attempted before students are placed on homebound instruction.

The Fort Hill Community School is a nationally recognized alternative program. Placement in alternative education is determined by the school division. Educational goals are based on the Virginia Standards of Learning, and HopeTree Academy is interdepartmentally licensed by the Commonwealth of Virginia and accredited through Virginia Association of Independent Specialized Educational Facilities (VAISEF).

The Villa's Dooley Center for Alternative Education serves middle and high school students residing in Henrico, Hanover, and the City of Richmond who have been suspended or expelled from public school, or are returning from a state learning center. The curriculum covers all areas of academic study while stressing the importance of making positive choices and providing students with support and guidance within a structured environment. Dooley Center for Alternative Education help students make up the academic work they missed during their time out of school, using a duel service delivery approach of both direct instruction and online learning to meet students' individual needs. Staff and students work creatively to set goals and earn rewards for success.
