Area Served: City of Virginia Beach. Serves children from birth through age three who have developmental delays, atypical behavior, and/or a disabling condition that is likely to result in a delay. Children referred for services are reviewed by an eligibility team to determine their eligibility for services. If it is determined the child would benefit from services (i.e., is eligible) he/she will receive a full developmental assessment prior to beginning services. Services available to eligible children and families include, but are not limited to, service coordination; speech, physical, and/or occupational therapy; and educational services. Services are provided in the child's natural environment (e.g., the home, daycare, etc.) and are provided on a sliding fee scale. The program also offers center based classes and community based group activities for children.

EPIC supports infants and toddlers, ages birth up to 3, with disabilities and/or developmental delays who live in Hampton or Newport News. A family-centered program that provides information and support to families of infants and toddlers between the ages of 0-3 with developmental delays. Free developmental screenings are provided for any child living in Hampton and Newport News under the age of 3. Staff help develop an Individualized Family Service Plan (IFSP), which includes the family's needs, preferences, and concerns regarding their child and their family. Each child/family is assigned to a Service Coordinator at the time of the referral/intake. The support coordinators then set up the tailored therapy sessions with the families to ensure the child reaches their full potential.

Campbell County Public Schools provides for a free and appropriate public education for all children with disabilities, ages 2-21 inclusive, who
reside in Campbell County and are highly mobile such as homeless or migrant,
reside in Campbell County, including wards of the state, who are not home-schooled or attending a private school; and
attend a home-school or private school which is located within the geographic boundaries of Campbell County.
Special Education and related services are available for persons who have disabilities in the following areas: autism, deaf-blindness, developmental delay, deafness, hearing impairment, intellectual disability, multiple disabilities, orthopedic impairment, other health impairment, emotional disability, severe disability, specific learning disability, speech or language impairment, traumatic brain injury, and visual impairment. In addition, free and appropriate public education services are available under the Rehabilitation Act of 1973 and it's supporting regulations for any qualified child with a disability who: (1) has a physical or mental impairment which substantially limits one or more major life activities; (2) has a record of such an impairment; and (3) is regarded as having such an impairment.
